A Conversation with David Davenport, Author, "How Public Policy Became War"

Former President of Pepperdine University and current Hoover Institution Research Fellow David Davenport will discuss how in the past half-century American Presidents have declared war on a host of domestic problems 鈥� poverty, crime, drugs, terror 鈥� as a tactic to exert political will, and carry out their agendas.

Consequently, he concludes that labeling these initiatives as 鈥渨ars鈥� created bold, urgent expressions of Executive power, rather than slower, steadier, and deliberative approaches to policymaking. It鈥檚 also shifted power away from what was the province of states and Congress, to the Presidency.
