A comprehensive edition of all such circular letters known to exist for the period. Circular letters were reports on the proceedings of Congress and on national affairs sent periodically to their constituents by certain members of Congress. They provide a record of the proceedings of Congress from the beginning of the new government under the Constitution to the eve of the inauguration of Andrew Jackson.
